In a large pot, heat the oil. Add the onion, red pepper, garlic. Cook, stirring often, about 6 min.
Add the meat, spices, salt. Cook, stirring often, about 5-6 min, until no longer pink.
Add the tomato paste. Mix with meat. Pour chopped tomatoes, water, chicken broth. Stir to combine. Cover the pot and bring to the boil. Add the sugar. Reduce the heat to low and simmer for 10 min.
Add the beans. If needed, add more spices. Simmer for 5 min.
