In a large pot, heat the butter. Add the onion. Cook, stirring frequently, about 4 min.
Add the garlic, flour and cook about 1 minute or until lightly brown.
Slowly pour the broth, cream while whisking constantly. Stir to combine about 4 minutes, until the mixture is thickened.
Reduce the heat, add the broccoli, paprika powder, cayenne pepper. Cover the pot and simmer about 15 minutes or until the veggies are tender.
Add the cheese, season with salt and pepper.
