Steam the cauliflower in salted water about 8 min. They shouldn't be completely cooked.

Preheat oven to 190 C temp., using "grill + fan". Line a baking sheet with parchment paper.
In a big bowl, combine cauliflower and other ingredients. Form with hands 18 round patties, transfer them on a baking sheet and slightly press them.
Bake about 10-12 min. or until golden lightly golden.
In a small bowl, combine all dipping sauce ingredients.
Serve with dipping sauce, warm or cold.
